just recently i noticed that all the money had been withdrawn out of my B of A account but I had my ATM card in my possession and no one has my pin number. I reported it to the bank and they credited the money back initially but then they took the money back and sent me an assanine letter that stated that I authorized the charges! Has this happened to anyone else in the L.A. area?

Not me, but I would keep pursuing this with the bank. Keep going up the scale of authority, keep saying, "I want to speak to your supervisor." Put in writing that you did not authorize any charges and send the letter certified mail. Also report it as a crime to the police and ask them what you should do.

Under Reg E and EFTA you have the right to the documentation they used to determine this at no cost. Now, if you didn't fill out a form for the dispute. Go into the bank and ask for a dispute form. They also should of hot card your debit card and issued a new one.

This special rule would apply in your case.

unauthorized transfers involving only your debit card number (not the loss of the card), you are liable only for transfers that occur after 60 days following the mailing of your bank statement containing the unauthorized use and before you report the loss.

If unauthorized transfers show up on your bank statement, report them to the card issuer as quickly as possible. Once you've reported the loss of your ATM or debit card, you cannot be held liable for additional unauthorized transfers that occur after that time.
