Yes, after you graduate. I will tell you when people with a PhD use Dr. in front of their name I think they are a medical doctor and when I find out they're not I wish they had the modesty not to use it at all.

well normally you place your credentials after you receive them. Like what if a first year med student was Dr. first year med student MD. The credentials are earned with your degree. The day you graduate, is the day you are dr.

You don't get to do that until you're completely finished. People get upset if you do. After you finish your comprehensive exams and are promoted to candidacy, then you could write PhD Candidate, or PhD ABD (all but dissertation).
