The only countries with declared or determined capabilities to strike the U.S. with an ICBM are NATO members and Russia.
The better question is what terrorist network would be likeliest to obtain materials for a dirty bomb, and sophisticated enough to smuggle it through the border.
We can worry about missiles again in about another decade, when countries like China have delivery systems reliable enough to pose a serious threat.

If it is a nuclear missile strike, it will be from Iran. They are the only country suicidal enough to launch a missile at the US. They are still a decade away from being able to do that thank goodness.
So maybe we should start talking to them NOW? Just maybe?

only 3 countries in the world have the capability of reaching the US, and the 4th is a long shot.
UK, france and russia all have capability of reaching the US.
china claims it does, but that is only from a submerged launch from a submarine, and the chances of one of their submarines getting close enough to reach the continental US is slim to none.
building a nuke warhead is the easy part, delivering it is the hard part.
