No, you just need the new drivers for the old modem, 98 uses different drivers than XP.

All answers up to 4 is correct but A DSL modem will require a driver some older modems running 98 SE got sent with a different install disk, if you don't have the drivers for xp then it will not run and the modem does not auto detect all of the older models, Try like satlite modems they have to have different drivers for different systems even though they are USB connected the software running them is different becauSE 98se is 16 bit and xp is 32 bit and 64 bit. Don't take my word for it call your ISP and they will tell you if the installation disk has drivers for it. But the password and ISP all have to be set up again.

A DSL modem shouldn't have any XP drivers, since DSL modems are outside the computer, it would be your network card drivers, you will have to pull it out and get a model number off of it, then look up drivers on the internet for your network card. If you are using it through the USB cable it will have drivers however and are usually found at www.driverfiles.net. Look up the model number of your DSL modem and USB drivers for windows XP.

If it is a USB modem, make sure you have USB 2.0 installed.

Otherwise, goto your Internet service provider website and download the windows XP driver.

Have you installed proper new driver for your modem?
If you have then you are a victim of hardware incompatiability with newer version of windows and you my need to replace with a new one.

you need to contact your isp tomorrow or install what ever software came with the modem cus my modem acts up sometims and you just call isp and they set it up over the phone usually
