Yes, the -nomenklatura-. They were the people at the top of the Communist Party leadership, as well as their families. They lived like kings, shopping in special stores for much better food, clothing and other things, while the average Russian stood in line for bread, vegetables, and substandard clothing. The nomenklatura justified their lavish lifestyles by saying that it was "hard work" for them to "take care" of so many people in such a large country with so many enemies.

Yes, they were called "high up in the party" people....no source ,but pretty much applies to all communist regime....

If your talking about during the wanning years of the regime...then there were plenty of other groups I imagine.

Yes. The elite had privileges denied to the masses. It was simply a continuation of Tsarism under a different name.
