You might have anti-lock brakes. meaning theres slowing power but no complete stopping power in them . My Eclipse does the same thing from time to time especially if I try to stop suddenly. I just replaced my brake system, pads and rotors. You might have brake system failure, such as your brake lines and should have theme checked professionally by a close mechanic. Dealer will charge you an arm and a leg maybe even for just a check up.

Older cars like that use a self adjusting brake drum in the rear. the promblem is they only adjust when you hit your brake going backwards, so if you do not do alot of backing up, like out of a drive way, parking etc etc.... the back brake never really adjust. So the front brake take all the abuse since they are the only one stopping your vechile now. I get a brake job done, and remmember to back up every one in a while and stomp on your brake to let the back to adjust.
Good Luck

Do you have an ABS model or a non-ABS model? ABS models have 4 wheel disc, while the others have drums. Sounds like air in your brake lines. Have you ever had the brakes bled? Go to the dealer for this one.

Is your engine speed too high?
Brake booster not working?
Oil on the brakes?

Go see a pro.

Take it to a Toyota dealer, you don't want to take chances with the brakes.

If I were you, I would have my car towed to a service station as soon as possible, it is not even safe for you to drive it. It does not sound like you have enough knowledge to repair it yourself.
