So I can't use a regular mouse with a green plug on it?

You won't be able to use the mice with green plugs directly. You will need a PS/2 to USB converter. A lot of new Dell computers, even the desktops, no longer use PS/2 connectors (the green/purple ended plugs for mouse/keyboard).

If its a usb mouse(most probably it is) insert it into any usb port, if not insert into the ps2 port(probaly the green color port). XP identifies the mouse as plug and play so you dont have to do anything else.

No, you would need to get a usb mouse in order to use it with the laptop. The mouse you are trying to use is out dated.
