If the drive is not dead-dead, you can buy a case that will hold the old drive and then allow you to access it through the usb port on the old computer. I bought one at Fry's this weekend for about $25 but you may be able to get one cheaper. You can buy another drive and stick it in the case and have a reasonably cheap external/portable drive.
If it is dead, you can pay someone to try to revive it or try yourself (one trick I have seen is to put it in the freezer for an hour or two; it made a defunct drive work for a short period of time, just long enough to get some data off it). Vendors are not cheap.
If you are resigned to not recovering the data, and want to make sure no one else does, you can take the drive apart and physically destroy (shred or burn) the data.

First, if you only have one hard drive, (the one your tossing), plug it back into your computer, put in your windows CD, and boot it up, After a few screens you should come to a screen that will allow you to reformat. reformat it, and when it restarts just turn it off. and throw away the drive.
If you have a second computer or a second working hard drive, There should be a open IDE cable connection in the computer. If there is, on the back of the drive your going to toss, there are a 6 or 8 pins, (seperate from where the IDE cable would plug in), These are called Jumpers, You need to find the CS or SL (CS = Cable Select, SL= SLAVE. ). Set the little black jumper to one of those two settings, then just hook it up inside the computer (ide cable and power), then boot, Once your booted to the desktop, Right click the start menu, and select explore, look for a drive called D or E, maybe even F, it should be the old hard drive, once you find it right click the drive and select format, (unless you want to save some of the data, Then you could just click and drag what you wanted to save). then right click and format... ( you could even use the old hard drive to backup all your drivers for your new computer or just use the drive as extra space to store all your music files or pictures.....
