Yes. Even the best of swimmers can panic, or reach the end of their endurance. A life jacket is definitely a life saver.
My father's ship was sunk in WWII. He couldn't swim. He watched friends who were excellent swimmers drown because they panicked, while he held on to a kapok mattress. He lived. So, yeah..life jacket.

depends on where you swim for example if you are in the ocean - yes , if you are in a pool and the height of the water is 3 feet and you are 5' 4" - no .

i don't know what a jaket is... but if you're referring to a life JACKET then yes... they do matter... what if you smoked your head on the side of the boat and were unconscious..? how great would your swimming skills be then...??? use your common sense...
