How is it possible for you to forget the secret question?
It's supposed to be something that "only you could answer" and something you would not be able to forget.

Perhaps you're trying to log into a "different" yahoo account?

You have no choice but to set up a new account if you are unable to provide password or answer to secret question. This security feature provided by Yahoo is to protect accounts from unauthorized access and is your responsibility to store the information in a safe place for future reference. Yahoo assumes that if you are unable to provide the information of either option, then chances are you didn't ever know the information. Some times this is true and sometimes it's not, but it's good protection. After setting up new account you do have the option to remain signed in for a 2 week period, but then you will again be asked to verify account information. Index cards are a convenient way to store personal information.
