what would you do if your mean and annoying neighbor park in the handicap illegally in the condo complexs? Should i report to the police or just wait for them to get caught?

does your condo have its own security? report him to them. if not, the association that manages your condo. if not, then report him to hte police
take pictures of his car parked there as evidence, and keep a log book. That way when you approach the association, or security you have proof of his indiscretions.
Make sure that his car doesn't have a "license" plate that has the handicap symbol (in some states, this replaces the handicap placard that should hang from their rear view mirrors).

Ever said to yourself, "There is never any police around when you need them?" You may as well take this too heart. Try putting an anonymous tip on your neighbors car pointing out the fine for parking in the spot and "remarking" that conscientious citizens may feel that it is their duty to notify authorities if they do not straighten up their act.
And if this doesn't work, I would then notify management. See if they will post a notice. The police may or may not send a patrol car for you, however a notice from management is quite likely enough to spur your wayward parker to move their vehicle. No one enjoys having the landlord say something to them, and they are a more, ready presence on the property. They would know that they are more likely to be spotted by the manager than the occasional police officer.

Wait for them to get caught. If you report them and they find out, they will harass you till hell freezes over.
It will be more fun when they get caught and you didn't have anything to do with it.

Don't call the cops until you move. He can do things to your car too. Try to ignore all these types jerks.... they exist, but if you ignore them, they seem to disappear.

in my neighborhood, i don't even say goodmorning. my advice for you is wait till they get caught. maybe their was a camera that saw him
