Government is corrupt that discourages investors to establish businesses in the Philippines.

If you are talking about the U.S. government, I can only answer for the Philippines, because I live here. The U.S. is giving money that goes into the pockets of corrupt politicians, police and military. Little is used for the purpose intended.
