President Johnson launched a war on poverty. If you were in charge of a war on poverty, what would you do? What measures would you take to combat poverty?

These 'Wars on........' can never be shown to produce the Goal that was stated at the outset.
Incidentally, No actual war entered into by the United States or other democracies has ever achieved the aims as stated by the government at the time of entering the war.
The problem is that war once begun almost immediately becomes unpredictable. The same is true of 'Wars on.....' They attempt to apply a lot of very blunt resources as if every person & situation had an identical nature.
Solutions to poverty and any other social problem needs to be tackled one person at a time. For each situation there will be an individual solution.

The first thing I'd do is change the rules for Welfare. Instead of taking welfare or a portion of it away from people who are struggling when they do get a job. They would have to be working and than use welfare as an assistant to help get their feet on the ground. When you work and have a sense of self achievement and will always try to improve yourself and do better. Just sitting at home collecting money will never help anyone.

Keep taxes low especially on business so that they can afford to hire people, that way if a person wants to work for a living instead of sitting around smoking pot and collecting welfare they are able to.

I would use air power, then deploy tanks. Oh wait, its a figurative war.

I would remove a whole bunch of crutches from the system and let people walk on their own.
