It will move but only so far, something has it caught and I cant see what it is. Would someone know?

96 olds cutless i am guessing floor shifter
1 remove the trim around in from dash
2 disconnect all wireing harness
3 disconect steering linkage at floor this should be a u-joint
4 unbolt mounting brackets 4 of the most times
5 If shifter is on colum disconnect shift linkage
6 disconnect indicator that tells you what gear you are in
7 now steering colum should come out

The lower and upper steering shafts are a pretty snug fit.
They are designed to collapse into one another in the event of a head on collision and may be difficult to pull apart.

eliminate the two nuts on the backside of the column, disconnect the electrical powered plug and pull the outer guidance conceal off. in case you like the entire unit out unbolt the guidance container 3 bolts

YOU WILL NEED A STEERING WHEEL PULLER BUT I HOPE THAT THIS VEHICLE DID NOT HAVE AN AIRBAG AND IF SO I HOPE THAT YOU REMOVED THE AIRBAG INFLATOR MODULE.
