yes its possible, I would recommend using NVU editor (www.nvu.com), it's free and wont tie you down to one method of editing. NVU pages can be transferrable to frontpage or dreamweaver html editor
SEE http://www.interkeys.com/htmleditor for more info on Premium HTML Editors (WYSIWYG)
* For free hosting, try google pages pages.google.com or yahoo geocities ,
its sort of free hosting, but you are limited to a subdomain on googlepages & geo has ads on your website - otherwise I would use http://www.interkeys.com/tophosts to get one for a few bucks a month with 500 GIG bandwidth and the rich with features
its up to you how developed a site you want and if you want to use your own domain name

Yes, it's possible. However, there're some things to consider such as what kind of website do you want (personal or business). If it's personal, generally, you won't need much beyond your imagination. If it's for business, then you'll need to think about e-commerce software for start-up, filing organization, record keeping, marketing, advertisement, security (maybe the most important), etc. These are just the tip of the iceberg. Again, if it's for business, I suggest that you learn more about e-business, especially since the evolution of online business has become (and contiues to become) more sophisticated.

Yes anyone can make a personal webpage or even several for free. Go to Yahoo Geocities and follow the instructions there.
But then if you want that site to be published on www, then you'd have to pay for it.

Yes, you can. There are alot of free webhosts out there that will give you free hosting and a free subdomain.
Yahoo! has their own free webhosting along with some plans that you can upgrade to if you wish. It's called Geocities and you can get to it by going to http://Geocities.com and signing up with your Yahoo! account. Your subdomain would be something like Geocities.com/your Yahoo! account name. You can upload your pages or files or use their free site maker to build your site.
Another one is http://Freewebs.com and they give you a free subdomain too. It would be something like Freewebs.com/your account name. You can upload files with Freewebs, say if you already built your own website on a builder or with HTML or something like that. They also have a free website builder.
Good luck and please have fun!
