First off the phoenix industries ltd is your BIOS chip working, and if your video card wasn't working you wouldn't see anything at all. Since this isn't the case check your card. Many have another connector on it where you must plug it into your power supply (read the instruction manual to see). Also did you check to make sure the card is compatible with your Mother Board. Call the cards tech support and tell them what kind of Board, or if its a consumer computer like a Dell tell them what kind of machine you have. But there's not much else I can tell you without knowing the machine, board, and the type of card your trying to install.

if you have two video cards in take the old one out. If it is a onboard graphics then you will need to disable it in the bios,

then your going to have to set the new card up in windows, by installing the new driver that came on the cd with the card, if you don't install the new driver the card will not work as it should,

follow the manuals instructions to install the graphics card driver,

Check your systems BIOS at startup. Usually 'Delete' key or 'F2'. Look for a setting that allows you to switch the primary graphics adapter. Change this to the one you want, probably AGP.

Also try plugging into the other graphics card. If it works from there you may need to adjust from the Display properties window after you've setup BIOS to use your new, assumingly better, graphics card.
