The only scene I remember in this movie is there is a guy on a train going thru a desert- this desert looks like "hell" the worst desert you could ever picture. The main bad guy was human in the beginning of the movie but then for some reason turns into a lizard/dragon guy...Loved this movie when I was younger (early to mid 80's?)...HELP I am dying to see it again.

I remember it had a young Sean Penn in it. The creature was more of a Cobra. The premise of the movie was that government had figured out how to put a killer in another persons dreams. The premise was, if the victim was killed in his dream, he would die in real life and no one would get blamed for the killing because they were only in the mind of the victim.

This is just a guess on my part, but it sounds like the movie you're thinking of is "Dreamscape" (1984) with Dennis Quaid and Kate Capshaw . The sequence you remember is when the villain, Tommy Ray Glatman (played by David Patrick Kelly) is sent to assasinate the president in his dreams. The train going through the nuclear wasteland is the setting for the president's nightmare, but the monster lizard Tommy Ray becomes is the result of another previous dreamer's worst nightmare and actually was fought by Dennis Quaid's character, Alex Gardner. Alex winds up becoming frightened of that monster, which is why Tommy Ray becomes the lizard to go after both of them in the presiden'ts nightmare later in the film. Hope that helps.
