Yes, it can be considered a figure of speech in a broad sense. It's when a sentence can have two different meanings, depending on how you interpret it. One example of this is the title of a play, "The Importance of Being Earnest". The female lead wants to marry a man named Earnest, but earnest can also mean "enthusiastic". If I remember the story correctly, two guys are pretending to be named Earnest in order to marry the woman. So in the title, Earnest has two possible meanings.

Another fun one to play around with is the oxymoron - a two or more word phrase where the words have different meanings - like, "Why do you park in a driveway and drive on a parkway?", "government intelligence", "virtual reality", "jumbo shrimp", etc.

A double entendre isn't quite a figure of speech, as it sometimes requires special knowledge to understand it. Ralph Klein got off a good one when he commented that he was surprised Belinda Stronach crossed the floor because he didn't believe she had a Conservative bone in her body. Except one.
If you are an American, this makes no sense to you, because you don't have the 'inside' knowledge that makes a double entendre work. If you're a Canadian, you're rolling on the floor, because it was one of Klein's wittiest remarks and a wily way to get a comment past the censors.

i don't understand a pair of million, yet 2 is right and 3 is incorrect. it quite is a hyperbole. 4. feels like Personification because of the fact making faces is a human difficulty. 5 i think of is powerful and 6 sounds top too, yet i don't understand because of the fact i don't understand the duty and the ideas I ought to choose from.
