Depending on the variety of goldfish you have it may be nothing more than it's comfortable in that spot and doesn't want to swim around too much. Heavy bodied varieties often sit still for extended periods mixed with periods of activity. If you don't see anything wrong with the fish and it eats ok, I would assume it's just happy hanging out there for a while.

Its water might have bacteria that you can't see. Go to a drug store and buy some instant water clearing stuff. It may also be old and time to die. Or, it may be deppresed so I would suggest getting another gold fish. It may be resting. Although you're never supposed to tap on the fish tank tap it a little to see if it's in good health. If it has gross black spots around it or anything unusual around it, it may die soon.

It likes that spot. Make sure you have proper filtration that stirs the surface so that it gets enough oxygen, and cleans out the ammonia. Toxic levels of ammonia can build up overnight with goldfish.

Is there enough decorations? If there isn't, maybe he's bored. Add some more decoration. If that doesn't help, increase the oxygen level with an air stone.

your goldfish may be telling you something. Try to feed it. If that does'nt work, your fish may just be old and ready to die. I'm sure theres hope for him

check to see if theres a harsh light on the bowl.
they dont usually move aroudn too much but if its worrying you call the place you bought the fish.
