See your doctor and ask for a referral. If there is no medical condition, then I'm unsure why you would want the surgery; the American Medical Association considers it unnecessary, and less than 50% of newborn Americans now have this procedure done, so it is certainly becoming far less usual.
Just remember that the effect cannot be reversed.

I would suggest an initial consultation with a psychologist to see just why you feel you need to remove the most sensitive part of your sexual apparatus and to make sure you understand on all levels what you will be doing to yourself. Then if you are still determined to get mutilation, you need to find a surgeon who has no moral objection to chopping off healthy, functioning body parts for no good reason.

Don't know why you want to mutilate your body but it is your body to screw up. There is no justifiable reason to do it. If you want to get cut - go see a doctor.
