Are you trying to delete or uninstall? The way to remove a program is to run the uninstaller. If you start deleting, you don't remove the whole package, but may easily damage the install enough to cause this problem. You could try re-installing from safe mode, this may allow it, then run the uninstall again.

to remove files (programs) they should be removed the proper way, either by windows add remove program or by their own remove,

if you have tried to remove them though windows add remove and they are not there then go to the program folder, and look through each folder for the remove file,

if you remove files just by deleting the folder you will be in deep water, doing it that way does not remove all the files, and you will be left with instructions in the windows registry that tells windows to load the program on boot up, and when it can't find it you will forever get errors when your booting up and it could crash windows

If all else fails after using certain programs to uninstall them, you may have to just resort to simply deleting them from C:/Program Files/
