I have never heard of any restriction. However recently someone answered a question on Koi saying that the asker should not admit to having Koi since they are illegal in some states (but did not mention which ones),

I'm not sure about all states, but I know you can't have koi in Maine. Maine has a real stake in keeping the fishing industry alive obviously. Since there are so many irresponsible fish owners, koi get too big, they don't want a pond, etc, they release them back into the wild. They can wreak havoc on the natural ecosystem as they are coldwater fish to begin with and have a carp background, able to survive. Sportfishing brings in $400 million a year and supports 6,000 jobs in the state.
Alarmingly, pike appeared in private trout and salmon ponds. The Department of Inland Fisheries had to poison 45 private ponds to eradicate the pike. Out of the 45 ponds, 30 of them were also inundated with koi/carp. This is from dumping from home aquarists.
The fine is currently $1,000 minimum for keeping this banned fish.

I don't see why not. If you can eat in any state, why can't you have koi in any state?

Take a trip to Petco or Petsmart...if they have koi in your area then sure
