Yes you can get zapped by using a two way radio during a thunderstorm and no it is not uncommon for people to get electracuted. From the National Weather Service you should not use any electrical device that is linked to the outdoors such as your home phone CB Radios/Two Way Radios.

Cell Phones and cordless phones are ok.

Yes, if you are in the house and the antenna is struck by lightening and you do not have a lightening arrester. It could kill you. In thunderstorm parts of the country the coaxial cable that connects a two way radio to the antenna has a device that will trip and shunt the lightening from the cable to ground. In a car it would be rare for lighting to strike your antenna as the car is not directly grounded.
