okay, so if its an overflow line, is it supposed to just hang there.? and someone said to tap on the buttom of the carb with a screw driver and it would unstick the valve. do you know where i can buy a service manual or get a diagram of a carb? this is crazy, we worked 7 hours yesterday trying to fix this bike and get it back on the road, all i wanted for mothers day was to ride it down the street and now this crap. i'm fed up

Your overflow line should go between your tanks down thru the battery box exiting downwards. Tapping on the cazrb can possibly free a stuck float, it has worked for me before.Service manuals are available at any local H-D dealer and lots of aftermarket shops have Clymer manuyals. The original H-D parts book for your model has a very exploded view of the carb along with the rest of your motorcycle. If you have a local dealer, ask them to make you a copy of the carb page, we always did it at the dealership I worked at. What kinda carb is it?

I don't have the ability to scan and e-mail pictures,but if you want to send me a fax number I will fax you an exploded carb picture.
Hitting or tapping a carb is a "Field repair" and temporary at best.
The float needle is probably gummed up and needs cleaning.
Check to make sure any gas tank venting is unobstructed as well.

Any Harley dealership would have the service manual. Yes the over flow should hang there, as long as "there" is away from the pipes and down by the lower frame rail.
