Personally, I don't think the 1" per gallon "rule" should ever be applied to any tank. It is simply an over simplified way for people that don't care to learn about their fish to short cut proper education and frankly, it rarely works well at all.

The key to a small tank is careful and proper maintenance. You have no room for error and must keep the tank clean and the water changed on a very regular basis. Assuming you are willing to do that, you can support quite a few fish in a 5 gallon tank. I would suggest 1-2 male guppies (no females at all) 2-3 pygmy cory cats and 3-4 of ONE of the following types neons, black neons, glowlight tetras or other similar tetra that stays at or about 1" long. With regular maintenance this tank load is very "doable"

With small tanks, put in small fish that stay small. In a 5 gallon, the 1" fish per gallon rule would be in effect. With good filtration and weekly upkeep of 1/3 of the water, you could probably handle 1 dwarf gourami, 3 corydoras..although that would be overstocking.
If you wanted some neons only..you could get away with 1 school of 5 neons and add some pretty decor.
Or..you could put in a betta fish (uses up 1 gallon only even though it's a 3" fish) with a few aquatic African dwarf frogs.

If you are doing a salt water tank, you can begin the nitrate cycle with some live rock, or even some gravel from an established tank from the pet store. If you are doing freshwater fish, you could probably put any of the smaller, community fish in your tank.

I would recommend Zebra Danios, Guppies, Platies, or Swordtails. They are good beginner fish and they are very easy to take care of.
