There are many faults in Japan, they run all along the country. Its location on the Pacific Ring of Fire, at the juncture of three tectonic plates, gives Japan frequent low-intensity tremors and occasional volcanic activity. Destructive earthquakes, often resulting in tsunamis, occur several times each century. The most recent major quakes are the 2004 Chūetsu Earthquake and the Great Hanshin Earthquake of 1995. Hot springs are numerous and have been developed as resorts.
The only thing that can be done is re-enforcement of buildings and making strong enough strutures to with stand the earthquakes, having people aware of what to do and how to react to an earthquake. ***

I lived in Tokyo 2.5 years and only 1 good size earth quake while I was there. Many small ones .

detection is key then you can prepare and protect. there is a way to do this, but nobody was interested......ok! that included the japanese council on the west coast.
