Nuclear power does *not* require one to use highly enriched uranium as claimed above. However, the same technology used to make reactor grade uranium can be used to make (highly enriched) bomb grade. You just run it through the centrifuges more times.

All countries are "allowed" to use nuclear energy. However, signatories of the nuclear nonproliferation agreement such as N. Korea and Iran are required to have their activities monitored to assure they do not use their activities as cover to develop nuclear weapons. In cases such as these two countries where it's discovered that indeed they are covertly developing weapons, sanctions and other remedies, such as policing their enriched uranium supply and production, are imposed.

Using nuclear energy requires you to create high grade ("enriched") uranium this is Uranium with about 90% U-235. This can be used in nuclear weapons. They aren't "allowed" to use it for fear they'll make bombs.
