What do you want that software for?
There isn't one single place where all the free software is listed, you can search for what you want in http://www.yahoo.com or http://www.google.com among others.
You may be interested in these sites too: http://www.gnu.org/
http://sourceforge.net/
Debian, a linux distribution, has many available packages too: http://packages.debian.org/testing/ But I don't think this is what you are looking for.

Please be more specific as to exactly what type of software are you talking about. Many sites offer free software with their purchased. You must also take great care that if you download free software that you save to a file in you pc.
You want to scan with antivirus/antispyare before you install any free software as they are usually bundled with adware and some have trojans embedded in them.
Ofcourse there is a hugh amount of free software that is 100% clean.
