Unfortunately over time the wood will dry out and crack from the action of the sun. If you can remove the wheel without braking it further you could take it to a carpenter shop and ask them to make a new rim for you.

If the wheel has a metal core (spokes and rim) in good condition you can either remove, probably by unriveting, the wood trim and replace it with a custom carved piece of wood. Otherwise you would need woodfiller, stain. varnish, sandpaper, and quite a lot of patience. Please don't do a bodge job, you don't want it to fall apart when driving!

the only thing I can think of is to use some wood filler and sand it smooth, and in fact sand the whole wheel down to the wood and then stain it and use a marine grade varnish to seal the wheel. Apply several coats of varnish, and steel wool inbetween coats.

Purchase a wheel puller set from your parts store. they will show you how to use it. Its not hard to do.
