The simplest answer is that the formula of bleach is NaClO, from which you can see that it hasn't got any hydrogen which would make it an acid.

It is slightly alkaline in solution because it is the salt of a weak acid, HClO.

The level of Ph in a chemical makes it an acid, base or alkali. Low pH is an acid. Sulfuric acid is like a 4, I can remember thinking it funny that it made my fingers tingle(it was the 60's and my mom was an alcoholic, go figure!) Lye is a high alkali, like 12 or 13. Both acids and alkalis will burn you so be careful!

I have no clue but I did learn that any dish soaps or bathroom kind of soaps, are basic. Here's a list of qualities of both bases and acids:

Base: Tastes bitter. Is slippery. Turns litmus paper blue and is an H+ acceptor.

Acid: Tastes sour. Reacts with metals. Turns litmus paper red. H+ donor.
