no such place, but if one wanted to discuss this rationally, then it has to be a Judeao Christian place (including Muslims here as well as their religion has the same roots) as these are the only big religions that believe in satan. So that narrows it down a bit.

Then I guess it as to be a place where religion is taken seriously. (satan as presented in the various scripures wants attention, he won't be happy if he is ignored by the masses because they simply don't believe. )

Then it has to be a place where the basic tenents of the religion have been spin doctored to the point where they are presented as the exact opposite of the original idea. Can't speak to much about Judeaism or the Muslim faith, but for Christians it would be something like:
Instead of acting like god is all loving and forgivness and tolerant of others, we behave like we make the rules, become arrogant totally unforgiving and hatefull. Christianity is afterall all about love and Jesus, careing for the poor, the helpless the fallen, not being judgemental, not being exclusive but instead inclusive.

So things like running hate campaings against "others", rejecting refugees, wasting earths resources, poluting the air and water, destroying gods creations (the environment) not turning the other cheak, not lending a genuine no strings attached helping hand to your enemies. Well that would make you pretty unchristian and so a good candidate for satan. So where you find lots of people with such sentiments well, that would be a good candidate city.

Im sure the other satan believing religions can work out similar rules appropriate to their situations.

This is tricky but it should be somewhere in Muslim world where life is not important and killings among themselves is rampant.
