example : west winds at 16 mph are blowing from the west or to the west

when you here wind direction from a forcaster it means the direction that it is coming from for example

winds will be westerly it means it is coming from the west
same for northerly, southerly & easterly

you will also here them say "Winds will be out of ---) this means the wind are coming from the direction stated.

From the west, because you want to know the future weather where you are not the time in the the place the wind blows at.

From the west. Think of it like this. The wind is blowing OUT of the west.

the wind direction stated in a forcast is always the direction in which the wind is coming from....bringing other conditions with it..... northerly winds - cold air, southerly winds - warmer air.. or the opposite if you're in oz like me ;)
