The popular theory (which I agree with) is that it is Sirius Black's brother, Regulus A. Black. The "A", in my opinion, stands for "Alphard", which is the name of Sirius' uncle, who he mentions in OOTP when showing Harry the Black family tree. He mentions that this uncle left him some gold and had been removed from the tree as a consequence, seeing as Sirius was the "black sheep" of the family, not wanting to ever join the Dark side.
Sirius also mentions that his brother, at one point, got cold feet and wanted to leave the Death Eaters and for this reason was killed by Voldermort or his henchmen. But there might be a lot more to that if RAB really is Regulus Alphard Black. I'm developing the theory that Regulus Black is NOT dead after all, based on something I picked up on in the Half Blood Price installment. We'll see...

This is the $64 question. The first thought is Sirius Black's brother, Regulus. One has to note that we don't know what his middle name is, if any.

Only other possibility I could find was Rebbecca Bones, noted as dead in HBP.

So you have one of these (first more likely), or someone else that will be introduced in DH. Remember JKR likes to both refer back to previous books and also cross us up.
