depends on the species. different types will grow in differen climates from sand/coastal areas to tropical areas.

Roses grow in most areas, even into zone 4, then there are roses like the noisettes for warmer climates of zone 10. Roses are bred from species roses collected through the centuries from all over the world. Breeders cross roses to get the characteristics that work for their region. Canada and Germany breed many cold tolerant roses while France and America breed the most beautiful warm climate roses. Roses have been found in Egyptian tombs, and painted in frescoes at Knossos Crete c. 1700 BC. Roses have been grown for attar, that is used in making perfume, in the great cultures in India, Persia, Syria, and the Ottoman Empire. Bulgaria is still a center of production for the perfume industry.
Our well known yellow rose comes to us from China as Europe only had red, white or pink colors. The china roses, also called tea roses, bloomed more than once but had no fragrance. This is why hybrid tea roses often lack fragrance but bloom all season. It all depends on the genes from the parent species.
Modern breeders are reintroducing strong fragrance by breeding back to European species. Look to Tom Carruth, David Austin, Ralph Moore, Sam McGredy as names in rose breeding or the Meilland family in France, Kordes in Germany.

Roses will grow nearly anywhere except where it's too cold for anything else to grow.
Roses just need 6-8 hrs of sunshine , water and rose food.

Roses grow in so many different places! I have many of them growing in my yard. I don't know if there is a state where they don't grow.
