Luxor has rooms for 69$ a night. NYNY usually has some good deals too. I always use a site like Expedia or Hotels.com and then go to the websites of whatever hotels have the best deal to see if it's less expensive there.
You can usually get some good deals on flights and hotels to Vegas--but the food there can get expensive. There are coupon books in the airports and the backs of cabs. I always like to talk to the cab drivers too--I've found some of the best food for great prices by asking them!

If you want a nice view, expect to pay for it. If you are willing to give up a nice view, you will find it more affordable.
A few questions:
Are you looking for a view from your room to look at at all times, or are you more interested in taking some pictures? The Stratosphere has an excellent observation deck.
What do you define as affordable? You will pay an arm and a leg for places like the Wynn, Mirage, Caesars, Bellagio, Paris, Venetian, and Mandalay Bay (expect $150 a night on a cheap weeknight). Mid range places include Flamingo, Bally's, Luxor, New York New York, MGM Grand, Planet Hollywood (formerly Alladin). Those places can be pricy, but they do have some very affordable dates (if you are pateint). Tropicana, Riviera, Circus Circus, Hilton (just off strip), Hooters (just off strip), and Imperial Palace usually offer very good deals ($50-$70 a night can be found). All of those places mentioned have suite rooms that obvoiusly cost extra, but will offer you that view.
If you are most interested in a room with a view, try the Tropicana, Stratosphere, or the Hilton. They are are the ends of the strip, generally they are not high end places, but they do have towers with suites near the top. A good suite and you will have a view of the entire strip. If you want to be in the middle of the strip, look at Planet Hollywood, Riviear, or Imperial Palace. Pricewise, they may be your best bet.
There are no coupons to save money for hotel rooms, but most hotels do offer internet deals if you sign up for their newsletter.
In addition to internet deals, you should find a travel agent who specializes in Vegas packages. They can often find better deals than what you can find on your own.
And to ensure you get a nice view, check in early in the day and offer a nice tip at check in.

Summer rates don't start in Vegas for another month, so you need to wait for them to go down. Summer is a good time to get a cheap room as it's too damn hot to visit. Still weekend rates don't go down that much. There are not really many cheap hotels on the strip anymore, cheap as in being bad. Try the Flamingo Hilton, they usually have good rates and decent rooms.

The hotels in Las Vegas use very sophisticated systems to price their rooms. Depending on demand due to conventions, weekends, holidays, etc, the rates vary dramatically. Take a look at some of the hotel links below. On the calendars you'll see what I mean about the variety of rates for the exact same room depending on demand. Typically you can get better rates Sunday through Thursday.

Your not going to get a great view cheap, cheap.
but the best alternative is Treasure Island.
Just ask for a room on a high floor, facing south.
The rooms have Wall to Wall, Floor to Ceiling Windows.
T.I. also has Clean Rooms, Plasma TV's and Great Beds.

If you go during the week and not the weekends almost everything is affordable! Best rates are on North Strip (sahara, stratosphere, riveria, circus circus) you can find good last minute deals and weekday rates at others as well. Checkout hotels.com I always find awesome prices there.

Try Arizona Charlie's...it is located on the strip but they have great rates! Both the Decatur and Boulder locations are nice!
With staying on the strip you are going to be paying an arm and a leg...they know they can get it out of tourist.
