Serveral of the NAS software packages have FTP servers built in -- it is farily secure and allows remote access from any machine with an FTP client.

Many NAS systems allow the use of dynamic dns so you may not even need a fixed IP. Check your NAS software and see if it supports this before ordering a fixed IP.

Your ISP can supply a fixed address, they charge extra. They may also want you to upgrade to a business broadband account. (more money)
You then need to open the appropriate ports in your firewall and set up port forwarding on your router. You could look at registering for dynamic dns, a cheaper option. The remote assistant is not good for this. A good option may be to use a simple ssh tunnel, this secures like a full scale vpn. A good utility for this is Putty, it will need to be loaded both ends, though.

The static IP is something you will need to get from your ISP. And a good remote program is LogMeIn.
