There is really no such thing as "city planning software". City planners typically use general-purpose geographic information systems (GIS). GIS are usualy expensive and highly customizable, so most manufacturers don't even publish prices; they ask you to call them to get a quote. So it is highly nlikely that you are going to find a free product usable for city planning...
