To a degree, we certainly are since we vote, and our votes determine who is in office, and what referendums pass.
That said, politicians frequently do things that the voters could not anticipate, or agree with, so the elected officials are the ones more responsible.
Also, government agencies are largely responsible for the government's actions, and that is part of the bureaucracy, which no citizen has any control over.

The end user is the citizen and his money. We give the money by voting for the crooks that dole it out. We are the fools that elected the administration...OH wait the president hand picked them and you had no idea who he would pick except the vice president. But the rest of government and the judges will keep the president in line,OH wait the president has the power over judges. The judges serve at the convenience of the president. Well he takes a great deal of heat, but if you travel to another country you are also our Representative and we never voted for you. NO, Hell no what was I thinking citizens have little control.

Theoretically, yes since the government is supposed to be acting 'in our name' and with our consent. Practically, no since, even if the foregoing were true, you can't hold all the citizens accountable for the actions of a government of which, in many cases, very slightly more than half those citizens voting (and in some cases less than half) approved.

Dell i would say a majority of the citizens don't vote so the goverment has to make decisions the U.S. In a way the U.S. goverment's action does not really depend with the people, they most likely to depend on the politicians.

1. We elected most of the people doing those actions.
2. You live here, you agreed to live under this government, you agreed that you had freedom of petition. Assuming you didn't petition, you're responsible for not doing anything about it. Assuming you did, you're responsible for manipulation (to a certain degree).

Yes, to a degree. I don't believe we can get many things to pass, but I do believe we could keep things from passing. But not enough people are willing to stand up for what they believe. It's sad but true. Boycotting and demonstrations shouldn't be something that makes the national news, it should be an every day event.
