Governance is the system through which decisions of national interest are made in an orderly fashion. If congress didnt make these decisions it would be someone who probably wouldn't record when the decisions were made and why, it wouldnt be regulated by anything and the central government would have no knowledge of goings on.

The constitution of the United States give congress the right to levy and collect taxes. The President does not levy or collect taxes and has no control over them, only congress has the power of the purse.

Only Congress has the power to effect tax laws. The whole system has been ruined over the years, as the Founders did not intend for the people to pay an income tax, but only for the richest Americans to pay. But we've expanded government so much and the people accept it, so there is no choice but to raise huge tax revenue.

The Sixteenth Amendment "The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration. " The president must sign the bill though.

[1] The Congress shall have power to lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defense and general welfare of the United States; but all duties, imposts and excises shall be uniform throughout the United States;

They can't do it over Congress's objection. They can lobby for it, get their party to introduce a tax bill, but it has to pass through Congress to take effect.
