No, not everyone has a conscience. People who have antisocial personalities are lacking in the ability to empathize with others, thus having little ability to feel guilt, which is a foundation of having a conscience. They usually have poor or no relationships, act entirely in their own self-interest and only regret actions if they are caught and have to pay consequences.
Carrying true hate is related, but not necessarily a product of having no conscience. People who hate vehemently are often bitter, vengeful persons who are looking for payback for real or imagined slights or injuries.

For the longest time I thought conscience and consciousness where the same thing. I still do. Only every one gets a different view of right and wrong and some don’t even know their singing that song.
As for hate any hate is a lie there is only love no matter how twisted it gets.
True hate or a lie that is hate, it is dangerous all the same. Beware of the dark side.

A conscience is only theoretical, and mostly societally constructed. Society instills morals and rules upon its members. We aren't necessarily BORN knowing right from wrong. Observe other mammals. Even a baby. The baby wants what it wants RIGHT now, he/she doesn't give a crap if 10 strangers are killed so he/she can get his/her bottle.
Other mammals: take a pack of dogs or wolves. Young animals are taught right from wrong by the older animals. This ensures pack survival (also so they can know their place in the heirarchy).
In my opinion, teh world is made of opposites. We have good/bad left/right up/down sad/happy... I could go on and on. Without good, there is no evil and vise versa. I wouldn't say anyone has "true hate" because you have to look at the individual's past, including socialization. Was this hate socially constructed, or have they been evil their entire life??
In conclusion, a "conscious", in my opinion, is socially constructed. We are not born with it, so there is no real answer to your question. Theorists and philosophers have been pondering over that one for centuries.

Everyone has a conscience. But some have been negatively affected due to society and a completely different upbringing. So hate becomes a primary emotion.

Well, according to Freud, the superego (basically the conscience) is in everyone, but it doesn't have the same strength in everyone. The superego is what your mind allows your id (your desires, etc.) to do. Therefore, the superego controls your id's wants to wreak havoc, or kill, or do something that people see as wrong. As for the people carrying true hate, I guess it's possible, but you have me stumped on that one.

people cannot always live with the contradiction of the laws that they build around themselves and the human laws
the conscience is a contradiction experienced by the human, for every human, is by nature and default a lover of humanity
if he builds his laws in contradiction to these laws with which he is inborn, he experiences conscience.......

yes I think some people do indeed carry true hate; though I don't know if I could...it would take so much...if anyone anyone threatened or even blatently insulted/judged my fiancee or my (currrently unborn) baby; I would hate them. purely and just becuase they would even think to do such a thing.
but hate is also self-consuming, it's not something anyone would be wise to mess with unnecessarily.
