What are the adverse effects if the vacuum line is plugged off back to the engine and left open on the tank end.

It's mostly to create a low vacuum in the tank to eliminate fuel vapors entering the atmosphere.

It won't affect the operation of the engine.

One effect would be to fail your air pollution test in order to get your vehicle licensed in your state, assuming the inspector catches it. If he does and sees it plugged you will automatically fail and could be fined depending on your state laws.
