and dont copy and paste things off the bill of rights i already read it many times i just dont get what its saying or is meant for

It means the listing of your rights in the Constitution is not exclusive. Just because a right is not listed in the Constitution doesn't mean it doesn't exist. For example, the Right of Privacy is not listed specifically in the Constitution, but the U.S. Supreme Court has said we have such a right. (This is the "Readers Digest" condensed analysis.)

Originally, many signers of the U.S. Const. didn't want the govt to recognize the Citizen's fundamental Rights - so the Bill of Rights were added yrs later. The B of R's is the most important fundamental Rights. In the 9th it's telling the fed govt there's other fundamental RIghts however we're not listing all of them.

example; U have the fundamental Right to marry (u don't need a license - and u still don't), U have the fundamental Right to travel (u don't need a license - and still don't), U have the fundamental Right to vote (u don't need a license - and still don't), U have the fundamental Right to hunt (u don't need a license- and still don't), U have the fundamental Right to have children, etc., etc.

Basically it means that the rights you have are not limited to those mentioned in the Bill of Rights, mainly because the Founders didn't want to limit those rights or may have envisioned that things would happen in the future that they couldn't account for and didn't want to limit the rights of the citizens because of it.
