Are you referring to barriers designed to keep cars out of construction sites? Or are you talking about those crash absorbsion barriers where the guard rails start?

They are for impact they slow you down and absorb the impact some times they have water in them also

those are gaurds/barriers that are filled with water or sand. they just let you know where you cant go or if a lane ends.
