I have to first question back, why is it that you NEED a laptop? If you have a valid reason with no other reasonable options at hand, then you really NEED one, and this opens up considerable debate about the school policy.
If the school does not provide the equipment necessary to perform the tasks as the school assigns them, and the time necessary to accomplish the task with that equipment - then they have no grounds to demand the assignment of you.
If the assignment truly calls for a laptop as you say it does, the school must provide it to you.

Do you actually need a laptop or just want one because you don't want to sit in the school or public library to use their computers? I can't imagine a high school assignment (or most college for that matter) that would require you to have a portable computer.

Maybe someone can. Take a look at craigslist.org in your city. There is a section of goods and services for sale, then there is a category called Free stuff. People give away surprisingly good items, in some cases because it was given to them. In other cases they don't want to hassle with selling it.

It is perhaps the easier and safer to ask your parents to ask their friends and colleagues. I loan mine to my neighbors all the time for kids' homework.
