power wash or clean repair area, apply glue and fill with patching cement, shape it, then keep it and the area around it damp for c couple days. Wet towel over repair.

If the curbs are on your property (not city street) you could drill into the broken area and insert metal rods to hold the repair and form the cement/concrete to the original shape. Use a binder on the old surface to bond the new material. If it is the street curb, check with the city department. Some areas require a licenced pro to do the work.

Definition of BROKEN cracks-spalling-chips- lifted up-sunken in????
Curbs as in curb and gutter?
What is your climate?
Is is where cars can hit it? Drive over it?
Cement is a component of concrete which is what you are asking about.

BREAK OUT THE OLD CEMENT...LEVEL IT AND GET FORMS OR MAKE THEM..BUY A BAG OF CEMENT AND REDO IT..FOLLOW DIRECTIONS ON THE BAG..ALSO ASK AT THE PLACE YOU PURCHASE THE CEMENT..MAKE SURE YOU PUT KEEP OFF TAPE OR SOMETHING TO BLOCK THIS AREA OFF UNTIL IT IS DRY...
