I wonder what's the difference between Illinois State University and University of Illinois... Is Illinois State University is a public school and other one is private??

And which one is better university??

Both are public schools.

Illinois State is the older of the two, founded in the 1840's. It was the Illinois State Normal College... basically a teacher's school and basic school to supply professionals to the state of Illinois. Solid regional university.

University of Illinois is a land-grant institution. Founded in 1867, this is your flagship public university, and a top tier national university (Urbana Campus).

Better University... that would be Illinois, but it depends on what you are studying. For most majors, it will be Illinois, but there may be a program over at Illinois State that would be a better fit for someone.

Both are state supported. U of Illinois Urbana Champaign is the big flagship state school. Illinois State University in Normal, Illinois, was founded as a normal school (teachers college).

For one, there is a BIG difference in engineering academics here. Michigan is one of the nation's leaders in engineering, and while UIUC has strong programs too, they are not as good as Michigan's at all. But onto the actual question. I've been to both towns, and yes, Ann Arbor is a MUCH better college town than Urbana-Champaign. The latter is parked in the middle of a cornfield, and there isn't all that much to do there. Not a bad community but not particularly vibrant either. Your best hope here is to go to Chicago when you get the chance if you want that good time. There is plenty of drinking and partying in both towns (although A2 may have a slight edge), but as far as arts and "non partying" things to do like clubs, music, art, etc, Ann Arbor is about as good as they come. I would highly suggest Ann Arbor over Urbana-Campaign if you live in any state EXCEPT Illinois. If you're in state, UIUC will be better value for money than UMich even though the quality of life and academics are not as good as at Michigan.
