It would be helpful to know what region you live in, i.e. Northeast, Southwest, etc...
Without that info---can only say, mow the lawn high, water twice a week, deeply, and that's how it grows best. Mow it as high as you can stand it.

Dude if you find this answer you'll be set for life.
Grass companies have been working on this for EVER. There are some engineered grasses that claim to grow much slower but I am not aware of them.
In the mean time if you cut the grass higher it has a tendency to not grow as fast. I'm not a landscaper but I do this at the house and it also saves from watering as much.

Stop watering it so much. Plant some trees out there. They'll suck up most of the stuff the grass is using to grow. Of course there's the chance the tree will kill off the grass too...Your call.

There are plant growth regulators that work on turf. They slow the growth rate or reduce the cell size. Regardless, you have to mow less.
