First you need to talk to the Team Galactic member in Pastoria City who is near the Great Marsh Safari Zone building. He'll run off. Follow him and you might run into your rival. If you do - beat your rival in a battle then follow the Galactic member. Keep on talking to him and he'll run off each time so keep on doing the same thing. Eventually he'll battle you. After you beat him, he'll run off again. Follow him and you'll see a person looking towards 2 characters. Talk to her and she'll give you a special kind of medicine. Then go back to where the Psyducks are at and you will be able to go into the path that will lead you to Celestic Town.

Keep in mind that the Team Galactic member in Pastoria City won't do anything until you get the badge from the Gym Leader there so anyway that's all of the info that I have for you.

Also keep in mind that Route 210 has some fog over it. If you mind the fog then you will need the HM Defog. In order to get Defog - you need to go into the Safari Zone. Once you do, talk to the person with the green hair. The person will be directly right of you when you go into the Safari Zone.
