i'm replacing a power supply fan, the old one was 12v .22 amps... the new one i have is 12v but .11 amps....

The new one will be burn soon,
Power = Amperes * volts.
Your new one has less power than the old.

not necessarily less powerful, maybe just more efficient (consumes less watts for the same output/volume of air)
