It isn't becoming rarer in the United States - what is happening is that people with blue eyes are simply becoming a smaller percentage of the American population. The number of people with blue eyes in the United States as actually doubled since the end of World War II, however the national population has increased at a greater rate.
Good Luck!!!

As far as I remember, it's because blue/hazel eyes are a recessive trait in humans.
Hence Hitler's experiments (and trouble) with creating an "Aryan race."
Brown/Olive-ish eyes would be dominant in humans, and that's why they're most commonly seen.
Edit/Update:
Blue eyes came with time, through millennia of environment adaptation to colder climates.
Blue eyes contain low amounts of melanin within the iris stroma; longer wavelengths of light tend to be absorbed by the underlying iris pigment epithelium and shorter wavelengths are reflected and undergo Rayleigh scattering. The type of melanin present is eumelanin. The inheritance pattern followed by blue eyes is thought to be similar to that of a recessive trait.
Blue eyes are relatively common throughout Europe and other areas with populations of European descent, such as Canada, the United States, Australia and some countries of South America, in lower proportions, like Argentina, Uruguay or Brazil. Throughout the rest of the world they are relatively rare. Approximately 8% of the world's population has blue eyes.

The answer is that the trait of blue eyes is recessive. A child gets one eye-color gene from their mother and one from their father. If they get one gene for blue eyes and another for brown eyes, then they will always have brown eyes because the trait of brown eyes is always dominant. For a child to have blue eyes, they must get a blue-eyed gene from both their mother and their father. that is why blue eyes have become very rare. at some point they will probably die out entirely.

To simplify it people of european descent who generally show the recessive blue eye trait are becoming more and more integrated with people of others races who do not show this trait. The odds of this recessive gene showing up due to "cross breeding" becomes less and less likely. Sounds rasict but its not meant to be!

One reason is the increase in Hispanic and African American, Jamaican, Middle Eastern and Asian populations.
